Is it necessary to have a quarantine tank on hand at all times?

While it isn't absolutely necessary, it is certainly best practice. A quarantine tank can help you by giving you a place to house brand new fish to keep an eye on them before introducing them to your main tank. And, of course, it is a place to keep sick fish until they are better. Also, if you are wanting to breed fish, a quarantine tank can give you a place to do that and keep fry alive rather than having them eaten by other fish.
